Certified Swahili Interpreter

 Certified vs. Registered Interpreter in General


In the broader context, being certified implies official recognition of possessing specific qualifications or meeting certain standards. This holds true for court interpreters as well. California’s court system has three categories of interpreters: certified interpreters, registered interpreters, and provisionally qualified interpreters.


 Being a Certified Swahili Court Interpreter in California


Certified interpreters in California have successfully passed the Bilingual Interpreter Exam or the required exam for American Sign Language. In addition, they have fulfilled the corresponding Judicial Council requirements. However, there is currently no certification exam specifically for Swahili court interpreters in the California court system.


 Being a Registered Swahili Court Interpreter in California


For spoken languages without a state-certifying exam, such as Swahili, interpreters must pass the Written Exam and Oral Proficiency Exams in both English and their non-English language. By fulfilling the corresponding Judicial Council requirements, they become registered interpreters. Although registered Swahili court interpreters have proven their language proficiency, they still need to complete the additional step of vetting required for certification.


Similarities and Differences


Both certified and registered court interpreters undergo examinations to confirm their language skills. In addition, they receive a certificate validating their successful completion of program requirements. The key difference lies in the additional vetting required for certified interpreters. In addition, they are evaluated on their consecutive and simultaneous interpretation skills and sight translation abilities.


 California Perspective and Conclusion


From a general perspective, a registered Swahili court interpreter can be considered a certified Swahili court interpreter because they possess the necessary skills and hold a certificate confirming their competence. However, in the context of the California court system, registered Swahili court interpreters do not meet all the requirements for certification. Currently, California does not offer a specific certification examination for Swahili interpreters.


In summary, while the term “certified” implies official recognition of qualifications, the California court system currently offers registration rather than certification for Swahili court interpreters. An example would be taking a court order written in English and render it into a Swahili document.

Document translation requires excellent understanding of both languages. It also requires a good understanding of certain rules pertaining to translation. For example, knowing who the target reader is will make a huge difference in deciding how to write the document . One word may mean two different things for people coming from different parts of the world. And in some cases it may mean different things even from people coming from different parts of the same country. The word ‘chucha’, which is a Spanish word may mean bad armpit odor in some latin American countries. It also means female reproductive organ in other countries of the same region. It can also be used to describe something that is far away. Same word, same spelling but different meanings. This is where document translation becomes a bit tricky.

Although it may be impossible to know and understand all the slangs of a language, a good translator will do his/her best to familiarize him/herself with all versions of the language. Or at least have resources that will help him/her to decode meanings from words that people do not use commonly. Example, in Kinyarwanda, telling someone “uriya mwana arahiye”may be interpreted as to say, that child is burned; that child is fully cooked; that child is ripe; or that girl(woman) is sexy.
A good translator must be able to understand what the text is saying even when the text uses words in non-conventional ways like in the example above.

Document translation rates

For document translation I charge per word. If the assignment is too small, such as translating a national ID or Diploma, I charge a flat fee. There are different elements that I take into consideration when determining how much to charge for document translation:
– The type of document: technical documents require more time and resources to translate.
– Whether the document needs formatting: formatting requires special software and other skills that are normally outside the scope of the translator’s job.
– The deadline: if the deadline is too tight I must set aside everything else and focus on the one assignment. That will drive up the cost.

The opposite is also true, where the non-English speaker submits to the court a written document in another language. Here also the interpreter will read quietly the non-English text and render it audibly into English.

When is sight translation used most?

People use sight translation in different settings. For instance when a witness gives a written statement in a foreign language that the court does not understand. Or the defendant provides a piece of evidence that is prepared in a language other than English. In those situations, the court will ask the interpreter to read quietly the text from the other language while rendering it aloud in English. Sight translation is also useful in instances where the court has a  written document that the defendant needs to understand. In both cases the interpreter will use his/her skills to render the message in the appropriate language. 

What are the limitations of sight translation?

Translating a text without having access to translators’ tools can be a challenging task. It is like asking an artist to paint a picture without a brush. The task is doable, it is just that the quality will not be the same. In normal translation, the translator has resources to look up words. He/she has tools to check grammar and other errors that may affect the meaning of the message. During sight translation, the interpreter does not have access to such tools. He/she relies on his/her memory alone to convert the text from the source language to the target language instantly. That is a limitation.
